Kudzu is expressing his biggest downfall here. ...Fear of commitment. So many things rush through his mind with this...
"What if I want to leave later? What if I'm not actually happy here? ....Or worse, what if they don't accept me and I'm just a horrible citizen...?"
He's just not sure if he's ready to face that yet and ultimately leaves without touching the tree despite the mayor's encouragement/comfort.
